I don't know, I think increasing old raid gear and weapon levels right off the bat is a bad marketing strategy.. I think once they release a new raid, only the new raid gear/weapons (and exotics) should be able to get you to max level. Then once the hard mode is released, maybe a week after, they should have the option of upgrading old raid gear. Maybe even instead just have a whole other higher level you have to complete to get the higher level gear, as trading in motes of light would make the newer raid gear obsolete in the fact of getting the best level gear.
