Rerolling and all that would take too much time on the Development Team's end. I wouldn't mind doing a lv32 or 33 'Legendary Mode' VoG for upgraded 331 weapons.

You must not know the difference between rerolling and upgrading. What Xur upgrades has set base Stats. Rerolling requires all Stats and Perks to be RNG. And I was saying that based off what the OPs idea was. Now would it be hard to add upgraded VoG weapons to a loot table? No
