Decent scouts are as good as most snipers or a hand cannon for close up such as Fate bringer can handle both same as thorn can.
Still good ideas just dont think it should offer healing property's.

The way I think they should balance it is by making it less effective as a weapon, which will make up for its powerful abilities.
