It was already revealed that the queen's brother was The Crow a long time ago, sorry to ruin your long winded post.

He's not. The grimoire cards clearly say that The Crows work for the queens brother. The Crow from the vidoc just coincidentally looks similar to the queen's brother. His voice is completely different though and if you look at him, he's not exactly the same as the queen's brother.
