It's too late. Everyone has already gotten 31 gear without beating VoG. Beating VoG or having a complete VoG set should have been a requirement to get level 31 gear from the beginning.

Edited by improv64: 1/4/2015 8:26:15 PMI would say beating VoG (normal) should suffice. Some people just got screwed and never got a complete VoG set because of the RNG.
