Map from Orbit says to claim rewards in the tower...
Yet, when I go to the tower, there no NPC markers to indicate who I'm to see. I've checked most of them and they have nothing for me. Any ideas?

Do you have the bounty from Eris involving the urn? Because I had the same problem. It's telling you to go see Xur, but it doesn't realize he's only there at certain times.
