It was pre-DLC. Probably to keep the riff-raff like me from exploring a dead end that leads to no where - till DLC shows it's Resputin's Rear Entrance (:p)
There are a few more of these dead ends with Major level minions. Look at the room under the Fallen Area in Skywatch (drop from the broken fence) - I've encountered a knights mostly, once there was an Ogre pre-DLC. Post-DLC, it's always been a Knight now.

Saw an Ogre in there two days ago. I had always seen the knight previously. I see a "Revive" circle flashing on the screen, over the cliff. I run over and there's an Ogre standing over a body. I literally shoot the Ogre once in the top of his head and kill him, the guy revives, and goes ballistic one me, follows me around for a while, I can only assume cursing at me the entire time. He tried knifing me, shooting me, I just went back to wiping out Vandals.

Possibly. There are also two chest spawns and a dead ghost in that room.
