I was having these same problems, but the seem to have stopped for now.
I get the feeling that they only increased the tolerance for packetloss tho since the loading still takes ages and sometimes whole areas are empty for several minutes.
Even if this is a UPC related issue the problem is still related to Destiny since all other games and sevices are running just fine.

I think that's how they fixed it alright, was getting black loading screens that lasted a long time yesterday, they've probably just extended the timeouts now instead of kicking you to orbit, which is fine with me.
