Where did you get that shader?

It's one of the 3 shaders you can get from levelling up Dead Orbit, along with Superblack and Revenant. I'm holding out for recenant because it looks amazing, but this works for now :)

superblack isnt from dead orbit unless they added it recently

I think they added it, because I met a guy in VoG who had it and said he got it at rank 18. I got my shader at 24.
