Two ways to fix this I think.
1. Label character slots 1,2,3- each slot only receives one raid/weekly reward per reset.
Or
2. Each character needs to get "experience" with each armor piece or weapon. So transferring a 36 light exotic and other legendaries to a two day old lvl 20 warlock wouldn't make you a 31 automatically.
It makes sense that each character slot would need to "earn" the experience for each armor piece and weapon.
This doesn't break the system, but it does require more work to be put into it.[/quote]
