Nope, true skill punishes the good players as the player pool is smaller. matchmaking puts you in lobbys with players on the other side of the world which leads to all sorts of latency problems.
Connection based on region should always be the number one priority.
When I first started playing games online I got rekt, but you learn a lot from getting beat by better players, that makes you improve your game... We all have to take our licks on the chin.

Bump. Well put. Bungie must have some sort of skill ranking system otherwise this game's die-hard fans are going to get excessively bored. I've put in hundreds of hours, but unfortunately, the crucible is likely never going to be played again without some sort of ranked matchmaking implemented. -- Industrial/Organizational Psychology Grad Student (with research in psychometrics, reward systems, and org. behavior)

I enjoy killstreaks, big scores, carrying teams. I also like facing players who are better than me, take my hat off to them. I will then analyze what went wrong with my game... inspect the player who crushed me, see what gun, gear he had, how he moved around the map to get the jump on me. With true skill you don't get a chance to play the best, learn their strategy's, are stuck playing the same boring match's over, over with no variety. I enjoy a challenge in PvP, sometimes like to take it easy.
