hes either a Community manager or an account which bungie employe's log into to reply to things and post updates so we all have a common "person" to aim everything at, usually community managers, who's jobs are to literally read the forums reply if or when nessacery or when asked to/told to, also to take notes and give them to the developers and creative directors, usually has contact with the whole company and usually has a lot of sway with people an in general good standing. as for the updates he actually probably has next to no input as to what goes into them, he can suggest and probably edit but they are probably handed to him, its not a community update its a bungie update. thats from an actual professional / job perspective.
