I do not agree, yes we all expect something cool after the story is finished. But the rifle itself is a introduction to end game items like exotic guns or legendary guns.

Should be exotic. It's the end if game reward and should be something to be proud of or worked on. The suros is a strangers riffle killer and pisses on it from a great height. It's not even legendary. its perk should be a third option. "Can be equipped when using lower level characters." Then turned into a level 20 exotic.

Perhaps. But if it was supposed to be an introduction to end game content, could it not have been at least a level 20 rare instead of 16? If you weren't level 20 when you beat the game, you'd still have something to work towards.
