You have to first consult the Headshrink-Quartermaster to get a Headshrink-commendation to be allowed to purchase Crucible marks in exchange for Materials. The Headshrink-Quartermaster will be only available in the Tower on every 29th February every 4 years.

Continuing to have this issue, wherein I attempt to trade Spinmetal for Crucible Marks. Instead of receiving Crucible Marks for Spinmetal, I am receiving Spinmetal for Crucible Marks. So, I trade Spinmetal, I receive Spinmetal, yet, I lose Crucible Marks. Whenever I trade Spinmetal I am LOSING Crucible Marks. --Bungie, where you at.

Dude, this changed over a month ago. Instead of getting marks this way, it is now paying marks to get materials. Alot of ppl were complaining of all the grinding to get materials. And to be honest, i always thought it was stupid to buy marks this way. Marks need to be earned, not through materials farming.
