I'm not convinced that they don't already have perks. I've put a thread in the Help section that generated zero response. But has there been an official developer statement anywhere that they really are just fashion statements?
My main is a Hunter, so that's where I'm most familiar. Wouldn't it make sense if Cloak of the Shadowjacks boosted invisibility effects? What if the Grinder's Cloak helped to yield more materials?
Mostly my hunch is based upon level requirements tied to any given item. Visit the Cryptarch with class engrams and sometimes he will shit out two Hardcase Cloaks, for example. Identical items, except one will be for level 17 and one will be for level 20.
But if they're identical and serve no purpose except for looks, then what is the reason for the different level requirements? If it's not for providing slight increases to an unknown buff, then it just seems really, really arbitrary and I don't understand the rationale.
And if they do provide buffs or perks, then goddamn. Tell us already so that we can be smart about our loadouts.

I forgot where but having ib shader, emblem, and class item increase ur rep for ib so maybe there are secret buffs like that
