All armor vendors have new armor that goes to level 33 leg/arms you can buy right away - chest and helm you need a new ticket to buy plus glimmer - you get the tickets from level up on vangaurd / crucible ect. Reputation - every new level you get the ticket in your reward packet from the mail

Just to clarify; you can get to level 31 with that armor, the light goes to 33. Amount of light does not equal character level.
