As a hand cannon lover, I've noticed that many hand cannons are very equally balanced. Of course we have on our heads that the Fatebringer is the best. But honestly the others don't fall back that much guys. It also depends on the player who holds it. Takes skill and constant accuracy to perform greatly with a HC.
I've found that HCs like the Fatebringer, Red Hand IX, TDYK, Timurs, Chance or Venation III are very awesome HCs.
You have to take into account what perks also come with each HC, since not all have the same perks and that also makes a difference.
I love hand cannons and I think they're all good. One that has surprised me greatly has been the Venation III, that thing is a beast. Has a perk for range you literally can snipe with that HC. Also has a stability perk that makes it has almost no recoil whatsoever. Impact is great...I did get surprised by the Venation.

My venation 3 is probably one of my favorite game weapons of all time. Awesome weapon. I've now got timur's lash but I have to get the hang of it. I like it tho. It's pretty similar only slower but more a bit more powerful.

Red hand has a 'hidden' stat of 89 aim assist. Most red hands come with stability, which let's you get the stability up to about 95%. It seems like a beast I wish I had it.

I have it and it's a nice HC.

The one thing that makes the raid HC stand out is the explosion with a precision kill. This alone makes the raid handcannon a great alternative to the hawkmoon because this additional dmg helps you take out groups of the smaller enemies faster. That and precision kills give you bonus reload speed coupled with a hunters reload perk you can reload blindingly fast. If you have good enough aim to get mostly precision shots.
