I would say having run the raid multiple time to get to at least level 27, lv 28 is preferable.
The 2nd part of the raid has mobs that are level 28.

Keep grinding for better gear. With 1 exotic and all egendary you can get to 28 Also upgrade your weapons to legendary and max them out before raiding otherwise you'll get creamed
