That's pretty unlikely. TLW is functioning as intended - it's the best handcannon at close range, but is pretty average at mid range where you have to slow down to hit your shots. Suros really does need a nerf because it's the default best choice, with the best time to kill, stability and range in class. Bungie's philosophy is that balance is achieved when a gun has strengths and weaknesses; Suros has no weaknesses, so it isn't balanced.

I have been killed by TLW from mid/long range and the guy was still firing it very fast. He hardly missed a shot. I died in like 2 seconds

People can totally do it, but it's rare- the gun doesn't make a bad player good, it's just deadly in a good player's hands. You can win a midrange gunfight with it, but against a Suros or a hawkmoon it's at a slight disadvantage. It's a great gun, but it's not game breaking.
