On my Titan I am rank 75 and I can confirm you get "poop" the higher you go" from rank 48 to 75 I got one purple. My other two characters are ranked much lower because I started them after I was done with first and they seam to get more purple and have more success in de crypting. I have found with the new drop system and the de crypting as a lottery system like a slot machine it is a waist of time to try and rank up the crypto guy. The hole loot system is flawed and the best way to get anything is out in the field not ranking up. I also found that after ranking past level three in all vendors you still get poop for rank three and there after. The game is point a to z and shoot everyone in between and hope the system drops a purple and hope the crypto guy gives you armor for the character you are on not another as well as a gun and not materials. So lucky to farm for a drop but even more lucky that the drop gives you something and...... dont even get me going on Raid drops (stupid) and only thing worst is crucible!!!!!!!!
