I think it's when you reload, if you hold aim and fire, you'll automatically start fast firing whilst ADS.
Would need someone to test this though. Havent touched the SUROS since I got Visions of Confluence.

I tested this out just now. It works about 80% of the time, good enough for me... Now if you'll excuse me.. I'm off to exploit bitches in the Crucible.
