Why don't class items do anything?

One of the many complaints about destiny is the fact the all the classes play very much the same. I didn’t realize this until I started my second character. After reaching lvl 28 with a hunter, and I thought it would be worth while to build a titian character. While playing my titan, it felt more like just changing my subclass. In my mind I thought that titian would be your tank soaking up massive damage, hunters would be the character you choose to do high single target dps, and warlock would handle crowd control for the party. In the end, except for the few moments when you use your super charge, all classes play basically the same. The sad thing is that you can see the shadows of the roles in each class, with the titian’s bubble shield, the hunter’s golden gun, and the warlock’s void blast. The other thing that confuses me is class items. They do nothing for you expect look cool on your character. The point I am trying to make is why didn’t the developers use your class items to help differentiate the class. The developers could have made it so hunter’s cloaks increased damage for a specific gun, or deal additional damage to a race; warlocks armbands would charge abilities like grenades and super charge faster; and the titian’s class item would decrease damage from certain elements, races, or type of damage. That way each class would have more of a specific role in the group. These class items would probably only active durn PVE events, or have certain class items for PVP and PVE. In doing this, collecting class it would change from “How does this look with my armor?” to “what event are we are doing so I can prep?” Destiny is not call of duty or halo. The game has given us enemies that have shield that are more heavily damaged by specific elements, enemies that deal elemental damage, and different class to tackle these challenges. Destiny shouldn’t water them down to basically the same thing. I have played a lot of MMOs and having a role is always more fun then just running around dealing damage where you can. This is just one idea to make the class feel like their own beasts, while It might not be the only way to do so I just want to see bungie do something to show us that they are listening to us, and make this game the great game it could be.
