All exotic primary weapons should have a burn PERIOD! Burn weapon packs would be cool for the other guns. You'd only get the full amount of ammo the gun can hold and you can't pick up any ammo until the gun is out of all of its rounds. That may be much harder to code then simply transforming the gun though.

I don't agree with the all exotic weapon burns. It would make raid weapons useless

Adding a burn to exotics wouldn't make them Oracle killers. Also exotic weapons are supposed to be a tier above legendary. White, green, blue, purple, gold.
