Simply:
NO there should not be a new way to hit 30 implemented currently, It undermines all the work raiders have put in to obtain their gear.
YES eventually there should be a way for other characters who cannot do the raid to hit lvl 30; however, this is contingent upon the light level being raised higher then 30. So say for example one or two dlcs down the road max light level is 34 from Raid gear. Then I have no problem with there being an alternative way to reach lvl 30 other then the raid. This will allow more of the player base an opportunity to become a higher rank, by no means should it be handed out by means of paying with some motes or glimmer. With this in mind there would also be the need to increase the difficulty in the first and subsequent raids. By this for example I mean if there are 3 raids say second raid is N(28) H(32) third raid is n(30) H(34). I would say add VH(32) to the first raid, perhaps with some new boss abilities etc.
That is the only way i really see allowing others to lvl to 30 without doing the raid. Again I reiterate I do not want to see some pay to get lvl 30 crap. Its meant to be earned. So perhaps another queens bounty with more difficulty or something.
