Just saw you're a Titan. May be different for you. The hunter jump is fast and can keep the min perma staggered. Anyway the regen thing may be a lag issue. I've shot praetorians with the Gjallarhorn to see their health drop to about 1% only to shoot back up to 25%. Dropping the party back to orbit and back in usually resolves that.
