If you are just starting and or have a 20 and can't seem to find legendarys what you need to do is patrol so you can get your rep up to rank two. Rank three for weapons. But basically you want to get your 100 marks per week and buy whatever you need for your character. The same applies for crucible. Good luck

Also public events are a good way to get vanguard marks and there's a website called destinypublicevents.com to help you find them. That will also help get you ascendant materials for your gear. You can only earn so many per week so do the daily story also
