Not sure if anyone suggested it already as I haven't read a lot of replies but what about using marks to buy Coins and Motes? That way you are at least taking away the ability to buy legendary gear if you decide to spend the marks on coins/motes

That isn't a bad idea but there would need to be some sort of unlock price for that particular store that is high enough to prove that you are above the need for Legendary and are needing Exotics. Maybe 2 Legendary of any weapon/armor and 15k glimmer to unlock the store permanently and 100VG marks for a coin/mote or 80ishCRU marks for a coin/mote or 300VG/240CRU for an Exotic Bounty. Reasoning for this is because using marks flat out would undercut the need for Legendary vendors but at a certain point you are above the need for Legendary items and marks pretty much become useless.

Well I would say 100 marks of any kind. That's 4 a week. This way, it would really only make sense for those who have gear that is good enough that the marks become obsolete.

CRU marks are slightly harder to earn than VG marks. That is why I skewed them in my theoretical conversions slightly.
