What about Xur selling legendaries for glimmer? It would let people grab a couple of levels, let the casual players get some decent gear, and the hardcore people could just dismantle them for shards. I don't think it would be game breaking by any means. 15,000 glimmer for chest or helm, 10,000 for boots and gloves.

I would've been 29 very quickly if that were the case. The game limits my progression. It's supposed to. I like it
