The problem here is that many of the Winter Barons are still active, worse the Winter's Archon and High Servitor is still alive. The Queen imprisoned every threat she had of the Wolves, evidence seen in the cards and the Archon Priest. Anyone of those Barons will take the mantle up of Kell, if he isn't killed by a rival. Of course all of this is speculation of what is seen, heard, and known.

Two things wrong here. One, the Queen controls the House of Wolves. Two, the House of Winter have long lost their High Servitor and only have a weaker duplicate in its place.

It's also come to my attention in grimoire that since simik-3 is unique in That its equipped to hold more data and able to transfer data to other nearby servitors in theory it could very well be able to transfer its memory and authority to another servitor built to be superior prior to defeat

Edited by Jack sparrow from the hood: 10/13/2014 12:57:04 PMFrom what I understand the queen became kell by beating there kell and most likely eliminated all other possible Kell candidates and to ensure they followed her she had there archon priest imprisoned then later killed (strike) haven't seen much info on there high servitor though so all in all pretty much she might of eliminated almost all possible threats to her reign

Indeed, we've only eliminated the Kell, but not any of his would be succsessors, excluding the Captain fought in the data archive.
