Or does it seem like when you're a high level player, say level 25 and above, and you play a Public Event on the Moon, Venus or Mars by yourself - the event is fairly easy. However, when you play a Public Event on the Cosmodrome on Earth by yourself, the event is hard.
Is this a balance formula or is this a bug?

Eliminate the target is bloody tough on mars and Venus. I can do it solo on moon if it's the sevitor but the hell mouth ones I can't do. Warsat I can solo wherever, and mining crews, but I've yet to destroy a walker solo in time. My weapons are just not up to it, I get destroyed by the other mobs and downtime eats up killing time. I tried to solo a sacrifices on Venus, died too many times. But I got silver, I'm ok with that.

I've not had any problems with the Public Events on Earth. Generally the only ones that can be a pain are the Target ones (had some on the Moon and Mars). I was on my own trying to take one down and his shield would come back up while I reloaded. I stopped chasing him and gave up on that occasion.

I think it depends a lot on the event itself, more than anything. Some are a lot harder than others, such as kill the target or prevent Vex sacrifices, or defeat Fallen Walker; whereas defending the Warsat, defeating extraction crews are really easy.

Mars has the hardest events. I've tried them solo and in groups with level 25+ and couldn't beat them. Stupid eliminate the target.
