I've solved my issue and it may be the same for everyone else. Turns out its most likely your router blocking ports. After setting up a static IP and forwarding some ports i no longer have this issue. I suggest every who is having the issue check there connection status and look at their NAT level. A quick google search will tell you how to setup a static ip with your router for your ps4 and what ports to forward for it.
