It is bugged. VIP missions used to give resources in general in beta, they don't now. The card implies that it would start giving resources for any mission, not only VIP ones, but since VIPs no longer give resources, neither does anything else, card or not.
Hard to tell what is bugged, the rewards or the card having a redundant perk.
