Completely random.
I got my first Exotic Bounty message on Thursday evening. I completed that on Friday. Sunday, completed all Vanguard Bounties and, "What?! Another Exotic Bounty? Already?"
So, yeah, random.
First time, I had to choose between Thorn, Super Good Advice and Invective.
Second time, Thorn, Bad Juju, Pocket Infinity
Just got lucky from the RNG Game Gods....
