I don't know about everyone else but I've had pretty good success with hand cannons in PVP. In fact that's all I use. It really depends on the quality of weapon you have. A lvl 20 rare hand cannon should be about good enough to take out someone with 3 to 4 shots. Yes you have to be quite skilled to use them but once you get used to getting mostly head shots people start dropping like flies. My only gripe with it is that they need to introduce hand cannons that have a reload speed buff. It takes way way to long to reload. Maybe an exotic that has a slot to increase reload speed would be nice.

Thanks I have it already and just got "The Chance" which has a reload buff that makes reloading incredibly fast

I don't know about PvP but on patrol hand cannon is my preferred gun. I have good luck with one shot head shots with them. On missions when I am expecting mobs though I will switch to auto rifle, a good scout rifle, or pulse rifle, unless I expect slow mobs like on mars.

Several have a "precision kills with this weapon increases the reload speed for a short time" or something along those lines
