You need at least 3 to make it their active/primary clan, not just members

I note that the RED PROBATION BANNER does not say what you've mentioned. The RED Probation Banner simply says [b][u]"NOT ENOUGH MEMBERS."[/u][/b] Also Absent is any kind of [b]GUIDE for Clan Members and Clan Administrators. [/b] [b]These important details ought to be disclosed, displayed and made availble to look up somewhere in the OPEN. [/b]

Mine has had 3 for days, and today makes 4 and still no probation lift. Could be that it's an error that isn't that urgent to Bungie (not that it isn't important to them) and there isn't that much community chatter about it.
