Everyone is looking at this from the perspective of "If I could equip more I would be OP". But we're not talking about a lottery where some players can while most can't. If everyone can do something, nobody is OP. If you're worried about a 7/7 exotic wearer going up against a level 7 in PvP, create barriers (like they should have done already, perhaps) that groups PvPers by level, like other MMOs have done.
