You can get it the Bounty that rewards Thorn, Bad Juju or the Shotgun from doing Heroic Modifiers on Mars Missions.
Me and my mate has gotten the same one farming the same Mars Mission had a 40% chance of getting the bounty I got it 3 times in 5runs
My mate got it twice in 5 runs.

what level heroic modifiers? I know I did the weekly heroic last week on level 26 and it dropped from the boss. What mars missions did you do, on what level and from who did it drop from?
