Well, Polar Oak you can buy from the outfitter on the tower. I've never heard of Polar Proxy, but I believe there is one called Jungle Proxy. In any event, I think you just get them by chance, be it Crucible lottery or engrams.

I haven't gotten any shaders for PvE since level 12 =/

Just have to keep trying I guess. I don't know. I've only gotten Achilles and Beowolf from the Crucible. I just heard that others have gotten other shaders from it, too. D:

Why do I keep finding all the posters with low self esteem? 1. No but I think your an idiot now. To call you merely stupid would be insulting them. 2. I had no issues with you helping me out not to mention I think mostly OCD kids would only enjoy this but You can call all of them stupid as much as you like. 3. If I didn't like the game I wouldn't. If I didn't like the game I wouldn't need to complain at all. Thus why I called you an idiot. 4. Since you called me stupid I will take that as a compliment. I would not want someone as simply self absorbed as yourself calling me anything else.
