Why not make the city like rockstar did in GTA Online? Clearly it can support lots of people in all areas of the city, it would be massive, and we're already in third person anyway. Just no stealing stuff or killing civilians, just let us explore. To clarify I mean in the way that we can have LOTS of people in the city, don't put Los Santos in there.
