yeah seems inaccurate to me as well.. I have had public events spawn practically back to back.
Sometimes it feels like if i clear out a bunch of mobs real fast over and over sometimes one spawns?? lol Im not sure I just do a couple patrol missions and search for ghosts and boom one spawns everytime.
