There's a problem with what you're saying. A lot of times when ppl leave a strike it's because they get kicked, not because they quit

So, only enforce the penalty when they opted to leave, not when they get disconnected. I'm sure Bungie has a way to tell whether you held the 'return to orbit' button or whether you received an error code.
