I have seen the same, let alone the amount of times i see a legendary piece of equipment go to the person who has a 0.5 k/d ratio or less. Trouble is i am starting to see more and more times 1 or 2 ppl are afk every few matches as why bother playing when you can join a match go and do something else, move your character every now and again and still get rewarded for it. The legendary items should not be going to a losing side, just to the winning team and there should be either a gaurenteed drop for the 1-3 players on the winning team of a random equipment/material/coin or a chance at bonus marks. the rest of the winning team can then be a rng of wether you get something or not.
