I can agree with this. In Halo, shotguns, snipers and ..spartan lasers (a stretch i know) were pick up weapons and were rare because of their power. I'd also accept the idea that you start with no ammo, like heavy weapons, but the drop rate of special ammo is still higher than heavy.
