Agreed. Sometimes I think it'd be better to give the backpack to someone else. In one instance, I finished first on the team, we won, and a person below me received the exotic hand cannon. It's too random. 1-3 should be guaranteed, with 4-6 being random. That'd motivate people to get better. I don't even care if it's uncommon loot every now and then, so long as the top get theirs. I'm not of the line of thought that says "I should get legendary all the time."

I like the first 3 guaranteed something idea, just to get anything, even if I dismantle it, would feel like a reward.
