The guy in the middle entered the game at the end of the Winter's Run strike, when the Priest was almost dead. Doesn't actually spawn in until after the Priest is dead.
Once he does spawn, seeing absolutely all the work has been done, he immediately proceeds to sit down, the mission ends, and he gets rewarded for existing.

Many of you seem to be under the impression that I somehow feel robbed or blindsided by a would be ne'er-do-well, and that in my rage, have posted here as a means to publicly lambaste the person in question (kuzku). This impression is wrong. While I understand the thread title of "completely broken" is consciously negative hyperbole, it is negativity directed solely to the system at the crux of this matter (the loot system); it is in no way intended for player kuzku, who, to the best of my knowledge, in no way intended for this to happen, nor is it even meant as particular disdain for Bungie, merely the design they have established.
The second main response seems to be along the lines of "it is a random system, your time will come." While this is, one, a fundamentally illogical claim as a truly random system should have equal chance for my time to never come, it is also missing the point. I'm aware the loot system employs random number generators (RNG, as many of you have graciously pointed out is in fact a sequence of letters that marginally relates to this thread, though I struggle to imagine how you expect this to contribute in any meaningful way), loot systems are, after all, wont to do so. A "loot system" that did not employ a randomized element, is not something I would dare to call a loot system.
The point that seems to be so repeatedly missed then, is that I believe the current loot system employed is of inferior quality and design to more sophisticated loot system in similar loot-driven games a la the Diablo series and that I believe the game would be "better" (within my own subjective valuing of it) with such a system.
Finally, to those who simply dismiss the thread with talk such as "Who cares?" I will resist the temptation to turn such a non-argument back on you and instead explain that I care because I genuinely believe that a more involved, comprehensive approach to the loot in a loot-based game makes for a more enjoyable experience for the consumers (that's us). I care about that enjoyable experience for the consumers because I genuinely like this game a lot. I've been hyped for this game. I bought a PS4 for this game. I have invested time in this game, both within the game itself and on the boards here, whereas with the vast majority of games within my library, the idea of even looking at the forums is non-existent.
This is not meant to be a troll thread or a bashing thread. This is a thread meant to call attention to an area of a game that I feel could use reconfiguring to the betterment of us all. Is that so strange?
