Any location that spawns lots of weak enemies frequently is ideal. I got a Legendary Engram that decoded into Truth the Exotic Rocket Launcher and the Engram dripped in Old Russia. (Note: higher level Engrams drop more frequently the higher level the player is)

Correct. I am a 26 and got a 20 Exotic from a level 4 dreg.
