Better idea:
Enable chat channel option under Interact. Walk up to someone, click O, press select to interact, press Request Chat Channel

My solution is so simple and basic plus it would easily work and also eliminate Bungies fears of people destroying the experience of voice chat!

I have a feeling they're more afraid of people abusing voice chat. Like shouting and disrupting everyone's gameplay just to mess with people. If you need to talk to a group, they should be in your fireteam. Anymore than 3 people talking is just silly as you can only take 3 into a mission anyways.
