I can confirm that on my Titan (without a full set of emblems), I and a buddy on a Hunter both received the emblem in the Gold Chest near the end of the World's Grave Mission. I do not remember if my Warlock that did not get it had a full set of emblems or not, but IMO, Destiny should make it so that Emblems, Ships, Shaders, Ghost Skins and Speeders have no limits.
