Guys you can cancel your ps4 preorder (if you haven't been charged yet) To do so: 1. Visit www.sonyentertainmentnetwork.com 2. Sign in, and on the top-right expand. 3. Click account 4. Click purchase history 5. From here, you need to find the date you preordered the ps4 on. Once found, click it, at the bottom there will be a button that says "cancel preorder" For the store to recognise your cancellation, close the tab and re-open. Go ahead and preorder on PS3. :)

Not in the US. The cancel preorder option doesn't come up. Apparently there can be no cancelations or refunds on preorders on PSN, which just might be the dumbest thing I've ever heard.
