I was really hoping that I would be able to walk the city as well. Similar to mass effect where it was just nice to chill on the citadel and watch the world go by. The tower just feels too sterile. Yes there are guardians there, but it's still just too quiet.

Too quiet is a fine way to describe it. Where is the bustle of hundreds or thousands of guardians trying to save the world? Why does no one talk, except for a few short phrases here and there? I might as well have a menu in place of the Tower.
